More HDB flats are being built to meet demand from families and singles.

Minister for National Development Khaw Boon Wan said in Parliament yesterday that HDB has been building 25,000 flats each year for the past two years.

He was replying to MP for Holland-Bukit Timah GRC Liang Eng Hwa, who wanted to know if surplus flats are kept to meet unanticipated demand.

Besides the 15,000 marriages involving Singapore citizens every year, additional demand comes from upgraders, downgraders, second-time buyers and singles.

Planning for singles can be challenging.

Added Mr Khaw: "It is very hard to put a figure on how much we should cater for singles. So I have to deliberately ramp it up a little bit in order to cater for singles. We're still mulling over it." About 26,800 flats will be completed by 2014.

Another 22,400 non-landed private housing units are also expected by then.
